BERLIN, GERMANY / RankWire.AI / – A significant €40 billion investment package from the UAE to Germany was unveiled during a visit to Berlin, where the two nations also established a Strategic Dialogue and agreed on forming a bilateral Investment Council. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz attended the announcement of 12 government-level accords, memoranda, and declarations. These agreements encompass sectors such as investment, energy, technology, aviation, security, legal cooperation, environmental issues, data systems, and culture. They further extend the scope of the UAE-Germany Comprehensive Strategic Partnership, established in 2004.

The Strategic Dialogue aims to foster collaboration on regional security, defense, trade, investment, energy, climate change, digital transformation, transportation, education, and emerging technologies. Additionally, both governments signed a declaration of intent to create the German-UAE Investment Council, which will serve as a platform for public-private sector engagement on various investment initiatives. The resumption of the Joint Economic Committee adds a formal channel for bilateral economic and commercial discussions.
Government agreements include new arrangements such as enhanced air transport access for UAE national carriers to Berlin Airport. They also encompass cooperation in passenger procedures, crime prevention, and mutual legal assistance in criminal cases. Separate documents focus on defense and security collaboration, environmental policy, data hosting, and information technology. Both nations also committed to further expanding energy cooperation and signed a memorandum on cultural collaboration.
Economic dimension reinforced by €40 billion investment plan
The official visit also resulted in an investment package from the UAE totaling 40 billion euros directed at Germany. The fund aims to develop advanced digital infrastructure and includes plans for new data centers with approximately 1 gigawatt of capacity. Additionally, UAE and German companies signed 29 commercial agreements and memoranda valued at over 9.356 billion euros. These deals complement the government agreements announced during the visit, broadening the economic scope of bilateral discussions.
Trade and investment figures highlight the strength of existing economic relations. Non-oil trade between UAE and Germany reached $15.5 billion in 2025, reflecting an increase of more than 14% from the previous year. Cumulative investment flows between the two countries surpassed $10 billion from 2021 to 2025. Both governments also highlighted ongoing negotiations for a comprehensive trade agreement between the UAE and the European Union.
Expanding cooperation in energy, technology, and transportation
The investment agenda includes additional corporate projects involving companies like Covestro, RWE, ADNOC, and Masdar. Current UAE-linked investments in Germany include XRG’s approximately 15 billion euro investment in Covestro. Both governments identified liquefied natural gas, renewable energy, and hydrogen as key areas for continued energy collaboration. Agreements also cover digital infrastructure, artificial intelligence, and other advanced technological fields within the broader bilateral framework.
Spanning from September 9 to September 11, the visit marked the first state visit by a UAE president to Germany. Discussions in Berlin also covered economic cooperation, technological innovation, energy, cultural exchange, education, and regional issues. The establishment of the Strategic Dialogue, Investment Council, and related agreements provide new formal mechanisms for managing and strengthening bilateral cooperation. The initiatives announced during the visit encompass government policies, investment projects, private-sector deals, transport access, and major infrastructure developments.
